I. Formation

The Council of Admiral’s forms the Federation News Service of the United Federation of Planets. The Federation News Service shall provide a well written, engaging periodical which shall serve as an internal insight as morale propaganda for the membership of the fleet focusing on topical affairs. This document hereinafter referred to as the "Federation News Service Charter" is designed to outline all Federation News Service policies and procedures as granted by departmental status. The Federation News Service is under the authority of the Executive Committee, Council of Admirals, and Operations Command.

II. Definitions

  • Editor-in-chief – The Federation News Service (CO)
  • Deputy Editor – The Federation News Service Executive Officer (XO)
  • Reporters – News Team members
III. Functionality

As per department convention, The Federation News Service is helmed by a CO and XO. Command serves as a Quality Control element to ensure articles are not unfairly biased and are written objectively. All members including command write articles for the newsletter(The Chronicle), as command is expected to lead by example. Command will announce topics of interest monthly from which Reporters are to choose a subject for writing.

III.I Editor-in-chief

The Editor-in-chief hereinafter "CO" is the highest authority in the Federation News Service and as such has the final say on both the format and content of the newsletter. It is their duty with the coordination of the XO to ensure the output is not in any way damaging to the fleet or relations. The CO will write the "headline article" for each newsletter. Any powers entrusted with the CO that are not listed below are thus outlined in the Operations Charter:

  • Irrevocably edit any article deemed inappropriate for publication.
  • Modify the format and aesthetics of the newsletter
  • Publish articles on the website homepage if permitted by an appropriate higher authority.
III.II Deputy Editor

The Deputy Editor hereinafter "XO" is the second highest authority in the Federation News Service and is the final element of Command. They are expected to micromanage the News Team Reporters before matters require the CO’s attention. The XO should work closely with the CO in editing and overseeing articles and making sure they are written by the deadline specified by Command. It is general practice that the XO is in charge of the writing aspect of the department, only to be superseded by the CO. Any powers entrusted with the XO that are not listed below are thus outlined in the Operations Charter:

  • Edit any article deemed inappropriate for publication.

    III.III Reporters

    Reporters comprise the membership of the Federation News Service and write the articles as specified by Command for each newsletter. If a Reporter wishes to write about a different topic other than those outlined, CO approval must be obtained. Reporters are to post articles objectively within the deadline specified by Federation News Service Command.
  • IV. Operations Command

    Operations Command is entitled to full authority over the Federation News Service department as specified in the superseding Operations Charter.
