But i have a question to access better ships you have to do what exactly?

To access better ships in STO, you must level up in the game. At each new Rank (which occurs every ten levels) you gain access to a new tier of ships. These ships will have better stations (and possibly more stations) for your Bridge Officers. I hope that helps and let me know if we can be of any further help.
