United Federation of Planets Communications - Communications Array Alpha

Apparently I can lock my threads in Starbase Engineering's subforum, but unlocking them is expressly forbidden.

Additionally, I am unable to edit Charters in the Legislation & Policy forum, as Operations XO it is my duty to keep legislation updated (creating a new thread each time is sloppy).

Could someone rectify this for me?
